A pedestrian suffered life threatening injuries after being struck by a vehicle in a Thousand Oaks shopping center parking lot, according to the Ventura County Sheriff’s Office. The incident occurred around 10:19 a.m. on March 4, 2026, near the Ralphs grocery store in the 1500 block of Moorpark Road.
Authorities say an adult female driver, age 74, was driving through the parking lot when she approached a pedestrian walking through a parking lane. Investigators report that the vehicle moved directly behind the victim before accelerating forward and striking the pedestrian. The driver then left the scene.
Victim taken to emergency surgery
The victim, a 78 year old woman from Thousand Oaks, suffered serious injuries in the crash. She was transported to a nearby hospital and taken immediately into emergency surgery due to the severity of her injuries, according to law enforcement. Investigators say the driver later returned to the location and was detained by responding traffic officers.
After reviewing available video footage and conducting an initial investigation, authorities determined the situation may involve criminal conduct, prompting the involvement of the Ventura County Sheriff’s East County Major Crimes Unit. Detectives are now handling the investigation.
Investigation remains ongoing
Officials have not yet announced whether criminal charges will be filed. Anyone who witnessed the collision or has additional information is encouraged to contact Detective Sergeant Sean Taylor at (805) 494-8218. Crime Stoppers is also offering up to $1,000 for information that leads to an arrest.
Why hit and run cases are taken so seriously in California
California doesn’t play around when it comes to hit and run. Under Vehicle Code 20001, any driver involved in an accident that causes injury to another person is legally required to stop, identify themselves, and provide reasonable assistance. Failing to do that is a crime and when the injuries are serious, it can be charged as a felony.
A felony hit and run conviction in California carries up to four years in state prison, substantial fines, and a permanent criminal record. Even when charged as a misdemeanor, it can still mean up to a year in county jail. And restitution to the victim? That’s on top of everything else.
In this case, the fact that Major Crimes is now running the investigation strongly suggests that investigators believe there may be more to this than a momentary lapse in judgment. When you hear “criminal conduct” in the same sentence as a traffic collision, the stakes just went way up for the suspect.
What rights does a hit and run victim have in California
If you or someone you love has been hurt in a hit and run — whether in a parking lot, on a city street, or on the freeway — California law gives you the right to seek full compensation for your injuries. That includes:
- medical bills
- future treatment
- lost income
- pain and suffering
- emotional distress
In cases involving serious injuries like the ones described here, the damages can be substantial. Emergency surgery, ICU stays, rehabilitation, in-home care, mobility aids, follow-up procedures — these costs add up fast, and they don’t stop when the initial hospital stay ends.
A personal injury claim against the at-fault driver is separate from whatever criminal charges they may face. The criminal case is handled by the district attorney. Your civil claim is about making sure you’re compensated for what was done to you. You deserve both justice and financial recovery, and one doesn’t have to wait for the other.
Parking lot pedestrian accidents remain a growing safety concern
A lot of people assume that serious pedestrian accidents only happen on busy roads or at high speeds. That’s not the case. Parking lots are actually one of the most dangerous places for pedestrians, especially for older adults.
Think about it: you’ve got cars backing out of spaces, people walking between vehicles, limited sightlines, distracted drivers checking their phones, and no crosswalks or traffic signals to guide anyone. In a busy shopping center lot like the one on Moorpark Road, all those risk factors come together in a confined space.
Tens of thousands of crashes happen in parking lots and parking structures every year across the country. Many of them involve pedestrians, and a disproportionate number of those pedestrians are seniors. Slower mobility, reduced reaction time, and bones that fracture more easily — all of it makes older adults especially vulnerable.
If you or a loved one has been hurt in a situation like this, talking to an experienced Thousand Oaks pedestrian accident lawyer can help you understand what your options are and what your case might actually be worth.
What to do if you’re involved in a pedestrian accident
Call 911 right away
Even if injuries seem minor at first, internal damage from a vehicle strike can be life-threatening and may not show symptoms immediately. Get medical attention on the record from the start.
Stay at the scene if you’re able and collect information
License plates, vehicle descriptions, witness names and contact details, photos of the area — all of it helps.
File a police report
In hit and run situations, a formal report is essential. It creates an official paper trail that both law enforcement and your attorney will rely on down the road.
Don’t give a recorded statement to any insurance company before talking to a lawyer
Insurance adjusters are not looking out for your best interests. They’re looking for ways to minimize what they owe, and anything you say can be used to reduce your claim later.
Talk to a personal injury attorney who handles pedestrian accident and hit and run cases
A personal injury lawyer with real experience in these cases will know how to investigate, preserve critical evidence, and fight for the full value of your claim.
